  BE ( conjugué au temps de la voix active ) + participe passé

Réponse :

1. The accident delayed the train.

( L'accident a retardé le train. )

==> simple past / prétérit

The train was delayed by the accident.

( Le train a été retardé par l'accident. )

2. Millions of people play football.

( Des millions de personnes jouent au football. )

==> Présent simple

Football is played by millions of people.

( Le football est joué par des millions de personnes. )

3. She will listen to the radio.

( Elle écoutera la radio.)

===> modal will ( futur )

The radio will be listened by her.

( La radio sera écoutée par elle. )

4. I am preparing a good meal.

==> présent be+ bv-ing

A good meal is being prepared by me.

5. They have refused the orders.

==> présent perfect

The orders have been refused by them.

6. The man was stealing my car!

==> prétérit be + bv-ing

My car was being stolen by the man.

7. He had taken his responsibilities.

==> Past perfect

His responsibilities had been taken by him.

8. You should do the exercise.

==> modal should

The exercise should be done by me.

9. We ate the leftovers for dinner.

==> simple past / prétérit

The leftovers were eaten by us for dinner.

10. The workers were building a skyscraper.

==> prétérit be + bv-ing

A skyscraper was being built by the workers.

Explications :

Le complément d'agent introduit par "by" n'est pas obligatoirement présent ( il peut  être sous entendu )

Attention aux changements de pronoms ( comme en français)

ex. 9 : Nous ( We )avons mangé les restes pour le dîner.

           Les restes ont été mangés par nous  ( us ) pour le dîner.
